Peel Police Arrest 18 in $4.2M Towing Fraud Ring Tied to Project Outsource

Peel Police, in collaboration with the Ontario Provincial Police (OPP), York Regional Police (YRP), Halton Regional Police (HRPS), and Criminal Intelligence Service Ontario (CISO), have dismantled a large organized crime ring operating in the Greater Toronto Area’s towing industry. The investigation, dubbed Project Outsource, led to 18 arrests, including 17 men from Brampton and one woman from King City.

• 67 warrants executed
• 18 tow trucks impounded
• $4.2 million worth of assets seized
• $45,000 in cash
• 6 firearms and 586 rounds of ammunition
• 2 bulletproof vests
• Additional weapons: crossbow, Taser, baseball bats
• 97 total criminal charges laid

🛑 Alleged Scheme:

Police allege the group staged vehicle collisions to defraud insurance companies. By manipulating tow truck dispatches, body shop repairs, and claims handling, the suspects reportedly extorted thousands of dollars from both insurance firms and private citizens.

Victims were often misled or intimidated into paying inflated repair costs. Authorities say this wasn’t just fraud — it was organized crime posing as a legitimate business.
