According to police, the most recent incident took place on July 7, 2024, when the patient visited a medical clinic on Markham Road. During the appointment, it is alleged that the doctor touched the patient inappropriately, prompting them to leave immediately and contact police.

While speaking with investigators, the complainant also recalled a previous incident from November 2023, where the physician’s conduct was described as “similarly inappropriate.” That earlier incident had not been reported at the time, as the patient initially believed the behavior might have been part of a medical procedure.

The accused has been identified as Saber Abdel Malouka Abdel Malak, a 62-year-old from Whitchurch-Stouffville. He has been charged with two counts of sexual assault. Authorities say he has been practicing medicine for more than 30 years.

York Regional Police believe there may be additional victims and are urging anyone with information to come forward.

“There is potential that there could be other victims,” said Const. Lisa Moskaluk. “Being in a position of trust like a doctor, it can be confusing and difficult for victims to come forward. Our priority is to ensure that survivors feel safe, supported, and heard.”

Police emphasized that under the Criminal Code of Canada, there is no statute of limitations on reporting sexual assault. The charge is defined as any non-consensual sexual contact.

The allegations have not been tested in court.
