London Hospital Files $20M Negligence Lawsuit Amid Ongoing Fraud Investigation

London Health Sciences Centre (LHSC) has filed a $20 million negligence lawsuit as part of a broader investigation into the hospital network’s past procurement practices.

In a statement released Tuesday, LHSC supervisor David Musyj confirmed that the hospital has initiated legal action against HDR Architecture Associates Inc., JM Windows and Doors Supplier Inc., JM General Contracting, and two individuals, Vladislav Pavliuc and Jaibarrat Danraj. The claim alleges deficiencies in a large-scale window replacement project at University Hospital.

“While investigations are ongoing and the full extent of the deficiencies remains under review, LHSC has identified quality issues in the window installations, including water leaks and problems with gaskets, fasteners, sealant, and anchorage,” Musyj said.

He added that no safety incidents have been reported related to the windows and that any concerns identified will be addressed immediately. LHSC continues to work with external experts to assess the situation and develop a long-term remediation plan.

The University Hospital Window Replacement Project, initiated in 2016, involved the removal and replacement of 1,270 windows as part of a multi-phase, multi-year plan initially scheduled to conclude in 2020.

This latest lawsuit is part of an ongoing investigation into the hospital network’s financial practices, which has previously uncovered alleged fraudulent activity totaling $60 million. A forensic audit conducted by an external third party in July identified questionable financial transactions dating from 2013 to 2024, with claims that some former executives were aware of the misconduct and failed to act.

The hospital has previously filed two separate lawsuits totaling $60 million, implicating former executives, a contractor, and multiple companies involved in various projects. None of the allegations have been proven in court.
